Officer David Snowden wakes up homeless man to cite him for obstructing a sidewalk

Metro Nashville Police Officer David Snowden says he encountered 51-year-old James Russell sleeping in a sleeping bag with blankets on the sidewalk at 9 p.m. on a Sunday at 1st Ave. North & Gay Street in downtown Nashville. Snowden says it made the sidewalk difficult to walk, and he woke Russell up and cited him with obstructing a passageway. Russell had no prior charges in Nashville.

James Russell was booked on the citation this week, charged with obstructing a passageway. He is scheduled to appear in court in March.
